PLAINFIELD, NJ — This upcoming week will include meetings with Plainfield's Zoning and Planning boards. Agendas are not yet posted on the city's website, but we have a sneak peek at some items of interest. There will also be a talk with the Director of Rutgers Gardens sponsored by The Shade Tree Commission.
The Zoning Board will meet on Wednesday, Nov. 6 at 7 p.m. in the library at City Hall, 515 Watchung Ave. Board members will hear from an applicant about development on vacant property at 123-129 East 5th St. that would include a bakery and coffee shop on the first floor, with an additional three floors of residential apartments.

The Planning Board will hear from applicant 829 South Urban Renewal, LLC, which is requesting an amendment to prior approval for property located at 829-881 South Avenue that includes a four-story mixed-use building consisting of 4,200-square-feet of commercial space and 70 apartments. The applicant is seeking an amendment to now include a raised vehicle ramp required to meet requirements by the New Jersey Department of Environmental Protection, or NJDEP.
At the July 8 City Council meeting, a resolution was passed for the execution of a financial agreement with 829 South Urban Renewal, LLC that granted a tax exemption for the property. According to Valerie Jackson, Economic Development Director, approximately $115K to $155K in PILOT revenue will be generated for the first year, which represents a significant increase over the existing municipal share of tax revenues. The property is located in a flood zone and the developer has committed to investing $2.5 million in construction to satisfy NJDEP requirements with the return on investment being much lower than most other local projects.
