SEA BRIGHT – Over 400 people came out on a windy, chilly Sunday morning to support the Tigger Stavola Foundation’s fifth annual Polar Plunge on March 10.
Held at Edgewater Beach & Cabana Club, this year’s event was in memory of Brian Duddy, Jr. who lost his life to substance-use disorder nearly a year ago.
Prior to plunging, attendees enjoyed breakfast and prepared inspirational stones used to form a heart in the sand as a memorial to the many beautiful souls lost to the disease of addiction.
The event was supported by local political leaders, including Monmouth County Commissioners Director, Thomas A. Arnone, who was a “Bear Friend” sponsor, and Assemblywoman Luann Peterpaul, who was in attendance.
Athletic teams like Red Bank Regional High School Boys Lacrosse and service groups like the Boys & Girls Club Leaders of Asbury helped bolster attendance this year. Middle and high school students traveled from as far as New Egypt, Jackson and Manchester Township to volunteer and plunge.
“Attendance at this event has more than doubled in the past two years,” said Founding Director, Lisa Stavola, who lost her son Tigger at 25 years of age to an accidental overdose.
This incredible turnout is indicative of the impact that addiction and overdose is having on our community, so we’re thrilled to see so many of our youth showing up and engaging in important conversations about preventing addiction.”
Matt Bellace, a motivational speaker who is part of the foundation’s Partner School Program, delivered a pre-plunge pep talk about the benefits of achieving natural highs.
Attendees also had the opportunity to sign up for the LED (Leadership, Education and Drug Prevention) by Tigger mobile engagement tool, designed to help 7th through 12th graders make smarter decisions when confronted with vaping, marijuana, alcohol, tobacco and drugs.
Visit tiggerstavolafoundation.org to learn more about drug education programs available for your school.

]]>RED BANK, NJ: Mayor Billy Portman opened the hybrid (online and in-person), council meeting last night with all members in attendance.
The meeting kicked off on a highlight with the swearing in of the newest addition to the RBPD, officer Eliot Ramos, Jr., who was joined by his parents, Capt. Michael Frazee and a large contingent of fellow LEO’s.
Capt. Frazee congratulated and welcomed Officer Ramos saying, “You’ve got some big shoes to fill; your father, retired Detective Eliot Ramosa Sr., and uncle Aurelio Ramos Jr., a retired Red Bank Police Captain. I worked closely with both of them and was partners with your father when we were both detectives. I know you’re going to do a great job, and we’re all here for you.”
Proclamations
Mayor Billy Portman read proclamations for Women’s History and Colorectal Awareness Months.
Mayor Portman presented the edict to “Nurse Bonnie” Woodward of the Red Bank Gastroenterology Associates.
Monmouth Street “Parklet”
Bob Zuckerman, Executive Director of the Red Bank RiverCenter and Jeffrey King, Coastal Designer with the locally based engineering firm ENGenuity Infrastructure, presented their conceptional work on a “Parklet” via a PowerPoint presentation.
Zuckerman defined a Parklet saying, “We use the term as for the outdoor temporary parklets for restaurants, and been using the term “street-eateries.” That’s essentially what a parklet is, though this time we’re looking to do something permanent.
Zuckerman was referring to the short-term open air restaurant tables in the area of Broad Street when a portion of the roadway closes down for “Broadwalk.”
The project is located on the westerly side of Monmouth Street near its intersection with Broad Street and is part of the borough’s Monmouth Street improvement program.
Jeffrey King of ENGenuity, walked the counsel through the PowerPoint presentation explaining the features and benefits of the Parklet that included benches for sitting and landscaping.
Zimmerman estimated cost of the project to be $80,000 that will be reduced by $30,000 through a grant by Main Street NJ, a State government program targeting historic commercial districts. The remainder costs and expenses will be paid by the RiverCenter.
The RiverCenter is a non-profit formed in 1991 to manage Red Bank’s Special Improvement District and is supported by business fees located within that district.
Broadwalk
Earlier this year, the council gave approval that Broadwalk be permanently designated as a seasonal pedestrian mall. The area is located on stretch of Broad Street, running from Front Street to White Street. Broadwalk is a pedestrian promenade that shuts down to vehicular traffic. Launched in June 2020, it was a critical factor in helping restaurants survive the COVID pandemic.
The closure for Broad St. will take place May 13 and run through September 30.

Highlights of Ordinances Passed
An Introduction ordinance for an increase of $199,025 to the 2024 budget, or 3.5%, as allowed by State law.
TAPinto Red Bank reached out and was provided the following statement by the borough’s CFO, Thomas Seaman; “The state has established the Cost-of-Living Cap adjustment at 2.5%. The municipality can increase this by 1% to 3.5% by ordinance and banking any unappropriated balance. The Cap calculation is set up to control budget appropriation limits.
The cap calculation uses the prior year’s general appropriations less exceptions of other operations, shared services, capital improvements, debt service, grants, and reserve for uncollected taxes.
This total is which the 2.5% Cap is based.
Then you add on new construction and if needed prior years banked unappropriated balance plus the additional 1% from this ordinance. This final amount is the maximum Appropriation within CAPS that is allowable.
The actual amount the borough will appropriate cannot exceed this amount. The difference is saved for the next year and is “banked.”
In a nutshell, the 1% increase helps the borough be in compliment with the state budget requirements and establish the CAP bank which is the unappropriated balance for future years.”
Prohibiting the distribution of plastic utensils or straws unless the customer requests them.
Amendments were made to some of the Parks and Recreation’s fees and charges were approved for the tennis and pickleball courts. According to the Parks and Rec website, once your personal account is created, two memberships are offered; "Red Bank Resident" and "Non-Resident Status."
To activate the Resident Membership, you must send a request for approval first. (non-residents do not need to get verified). Presently there are no fees charged. For team rosters and the like a $75 Facility Maintenance Fee will be charged. No reservations or permits will be issued to private trainers, commercial entities, or for-profit organizations to utilize the Borough multi-sport fields.
Highlights of Resolutions PASSED
Red Bank Resident Suzanne Viscomi questioned the increase, asking, “Are you adding the $75,000 …, for the $150,000 total?”
Business Administrator, Jim Gant responded by saying that the word “increase” may be confusing, saying, “It’s not adding to it, but increasing the temporary budget, because we’re coming up on month three of operating on the temporary budget, where more funds will be needed.
What’s included in the temporary budget is included in the overall budget. There’s no increase to the budget. But we do have to increase our temporary budget as we’re up against line items, which is normal.”
Budget Presentations/Adoption Dates
The budget introduction is scheduled for April 11. The budget presentation will be held on Tuesday, April 16, with the adoption slated for April 25.
RBPD K-9’s Hunter and Eko Retire
Though not present at the meeting, the borough’s beloved police canine officers Hunter and Eko will retire on March 31, acknowledged in a resolution.
A headline could bark, "Retired Police Pups Hang Up Badge for Chew Toys!"
After years of sniffing out trouble and chasing down the bad guys, these four-legged heroes are trading in their badges for a cozy spot by the fireplace and are most certainly ready for a well-deserved rest.
The handler for K-9 Hunter is Patrolman Stanley Balmer, and the handler for K-9 Eko is Patrolman Tanner Shea, both who have agreed to accept ownership and to provide maintenance and support for these beloved canines for the remainder of their natural lives.
As Hunter and Eko settle into retirement, Red Bank residents can be sure of one thing: their legacy of bravery and loyalty will forever be etched in paw prints across the community.
Woof to that!

MONMOUTH COUNTY: Since 2018, this TAPinto publication has been collecting prom attire for Lunch Break's Annual Prom Collection.
Last year we collected over 300 gowns, and in the years before almost that many!! We need tuxes and suits for the guys too!
So open your closets and give away those beautiful gowns that you will likely never wear again, but can make a wish come true for some young woman, or a tux for some young man!
Collecting gently used or new prom attire for young women and men in all sizes. Also in need of dressy shoes, handbags, accessories...
Here is how it works:
When prom arrives, not every teen has the money to buy a gown, rent a tux or afford the finishing touches to a special outfit for a memorable evening. Together, we can make sure each teen has everything they need to attend their prom...accessories like jewelry, a clutch or something as simple as a pair of black dress socks, a strapless bra or a gift card to get their hair done.
We know with your help these teens will have a wonderful night to remember. The teens during a magical event get to choose from hundreds of beautiful new or gently used gowns
Let’s make some dreams come true! Note: All sizes are needed! Often there is a shortage on larger sizes and men's formal shoes! Let's change that this year!
Thank you to the following local businesses offering EZ drop off! Prom donations will be accepted now through April 10th at the following EZ drop locations, during regular business hours.

Welcome back to another edition of the Red Bank Beat. Happy National Pi Day!
Yes, it’s the day where we celebrate pi - the symbol used in mathematics to represent a constant — the ratio of the circumference of a circle to its diameter. Pi starts with 3, 1, and 4, hence the celebration on 3/14.
Of course, here in Red Bank we’ll celebrate Pi Day with either pizza pie, dessert pie, or maybe both! And we have plenty of places where you can get your pi (e) here in downtown Red Bank - and you can get a listing of all our businesses here.
Now, let’s get to some more fun stuff!

]]>RED BANK, NJ: New Jersey Youth Soccer continues its celebration of the 2024 NJYS Awards Presented by RWJBarnabas Health, officially recognizing John LeFever of Red Bank Football Club as the NJYS Liesel Krehan Volunteer of the Year.
This award was created to honor an individual who not only serves as an excellent soccer role model but also exhibits a willingness to advance the sport via their conduct and personal character.
“I am humbled and honored to have been named the Liesel Krehan Volunteer of the Year by New Jersey Youth Soccer,” said LeFever. “It came as quite a surprise, and while I appreciate the recognition, no one wins an award like this by themself. I have a great group of coaches, parents, players (past and present), family, and of course my wife, who share the vision, believe in the process and are 100% behind everything we try to do at Red Bank FC.”
John LeFever has been a part of Red Bank FC for more than 20 years. During that time, he has played many roles including youth coach, referee, Club President, MOSA representative and field coordinator. Today, he coaches three teams and has his referee license. He also organizes camps and is always working to get more volunteers to coach and take on responsibilities in the club. Many people within Red Back FC feel there would not be a club without him.
LaFever has made it his mission to ensure that any child, especially a child from Red Bank, has the opportunity to learn and play soccer. He is a great leader and understands that learning the game is more important than wins and losses at the younger age groups. He also implores respect from all participants of the game, whether it be players, coaches or parents. LaFever has shared his love of the game with many, and he takes pride in the fact that former players return to the club to coach.
“I want to thank all those I previously mentioned for their belief, support and passion,” continued LaFever. “I also want to thank New Jersey Youth Soccer for the recognition and for everything they do to support all of the soccer volunteers in New Jersey.”
In addition to a plaque to commemorate this achievement, LaFever was treated to a congratulatory video tribute from Cindy Parlow Cone, current President of the US Soccer Federation and a two-time Olympic Gold Medalist and FIFA Women’s World Cup champion, that was played on video screens for the awards dinner audience to enjoy. He also received a custom ball from SIGND displaying a QR code that provided access to his personalized video.
NJ Youth Soccer recently held its 2024 NJYS Annual Awards Dinner Presented by RWJBarnabas Health, where many players, coaches and guests of the soccer community were on hand at the Pines Manor in Edison, N.J. With more than 1,000 attendees, the event saw a capacity crowd for the annual celebration.

]]>TAPinto Red Bank has been reporting on the NJ Attorney General's investigation of the Red Bank Police Chief (see recent article linked at bottom of this news report). TAPinto Red Bank today received this official news update from NJ State PBA, Red Bank Local 39:
NEW JERSEY: After a long investigation which began in April of 2023, the NJ Attorney General’s Office sustained allegations brought against Chief McConnell which led to him being suspended. As difficult as it was for PBA Local 39 to have the leader of our Police Department investigated for undermining the public’s trust which was ignored by many who did not seem to have the Borough’s best interest at heart, our PBA had the courage to speak up and report the Chief’s alleged wrong doings.
PBA Local 39 is confident the lack of transparency we have encountered will no longer exist now with Borough Manger Gant and Captain Frazee in charge as this began far before their tenures. PBA Local 39 is highly anticipating the release of the Attorney General’s report with the findings against Chief McConnell. For further comment please contact the New Jersey State PBA Office.Red Bank PBA Local 39.
