RED BANK, NJ – The meeting opened with Mayor Menna reading a proclamation designating March as Colorectal awareness Month.  A group from Red Bank Gastroenterology Associates accepted the award with Dr. Howard Hample saying, “Colon cancer is largely a preventable disease and currently in NJ only 65% of the appropriate age are getting screened, and it’s an easy test.”

James Scavone, Executive Director of the Red Bank RiverCenter, gave a PowerPoint presentation on the proposed budget for 2019.  The proposed budget will be a little over $538,000, an increase of $6,000 from last year, and the commercial property owners are being accessed.

For their future goals, “We want to work with the borough to implement the elements of the 2018 parking study, enhance Red Bank’s image as a clean and safe district, expand our image as an arts, retail and dining destination, improve the quality and character of riverfront events and develop an integrated marketing campaign specific to the central business district,” said Scavone.

An interesting discussion came up on the budgeted $50,000 for the RiverCenter Visitor’s Center. 

Mayor Menna remembered that a past NJ State administration enacted a law where a “pillow tax” was accessed on all hotels.  These monies would go to the state government then be reimbursed to the borough being specifically allocated for tourism events.  When queried by the Mayor, “If RiverCenter funds monies are in addition to the pillow tax that the borough gives you.” 

Scavone replied that it was, “My understanding that the RiverCenter does not receive additional funds but  I would definitely want to make sure of that.”

Both Mayor Menna and Executive Director Scavone agreed to look into the matter.

The council unanimously voted on a resolution designating a redeveloper for the old Visiting Nurses Association (VNA) property.

Back in early October, the council adopted the first reading of an ordinance for a Redevelopment Plan on the former VNA of Central NJ property located at 176 Riverside Avenue.  The property is situated between Bodman Place and Riverside Avenue as it winds towards the Red Bank-Middletown Bridge.  

The 38,000 square-foot property was sold in January for $7.4 million to real estate developer Saxum Real Estate which also owns 55 Broad Street and the Urban Outfitters building.  Saxum is expected to demolish the VNA structure and build an apartment complex.

A resolution was approved appointing as Community Development representative, Glenn Carter (Planning & Zoning) and Charlie Hoffman (Parks & Recreation), as the Alternate Community Development block Grant Representative.   They will serve as two of the seven commissioners on the Red Bank Redevelopment Agency (RBRA)

The council approved funding for the White Street/English Plaza Streetscape Improvement Project.

That tight little alleyway, Emanuel Court off of W. Front Street, between the stores Feminique Boutique and JJ Delicacies was approved by the council to be closed to vehicular traffic.
