RED BANK, NJ: Red Bank Business Administrator Ziad Shehady, Borough Engineer Laura Neumann, Bill Wilk, Parking Operations Supervisor, Public Utilities Director Cliff Keen and Mike Reiser, Design Engineer at CME Associates, were on hand to provide an online overview yesterday afternoon on the White Street Parking lot construction project.
The webinar presentation updated the progress that ties in with the completed English Plaza Parking lot and offer public input on the design and planning.
The White Street Parking lot project will use similar landscaping and pavers that were installed in the English Plaza parking lot.
Specifically speaking about White Street, “(it is), partially funded by a DOT grant…, and a contract was awarded to a vendor. We’ll have a pre-construction meeting with them, and will have a timetable for construction,” said Business Administrator Shehady.
The White Street Parking lot is funded not by a DOT grant, but through a council bond ordinance approved last year.
A resident questioned if funds are available through the parking utility. “Originally we had anticipated that (the cost) would be over $1.2m. Currently we are at $1.16m. It’s a very active time for bidders, and we’re seeing projects get very competitive. I am comfortable that the budget will be under what the council had envisioned,” said Borough Engineer Neumann.
“This is a taxpayer-neutral project funded entirely by the Parking Utility,” said Shehady.
Discussing how the borough wants to move the construction forward during the pandemic, Shehady said, “So it doesn’t negatively impact the residents and business community when regulations ease up.”
The panel went through the landscaping, crosswalks, lighting, compliance with NJ State and Americans with Disabilities (ADA) laws and traffic flow using the Conceptual Map.
The public comments were generally positive focusing on the crosswalks, placement of vehicle entrance and exits and the safety issue with a “nose in” vs. diagonal vehicle parking.
Expected Timetable for White Street Parking Lot
- Take feedback and review with borough engineers, traffic safety professionals and create a final draft for the mayor and council
- RFP/Bids – expected to go out by the end of May, award contract in June
- White Street construction is expected to start in June with utility work completed
- Construction Start: end of June, early July. Expected completion is 60 days. White Street resurfacing would then be completed
“We want to time the project so that the White Street construction and the White Street parking lot can happen together to minimize the simultaneous closure,” said Shehady.
