NEW JERSEY - Elective surgeries and limited retail shopping have already returned statewide. But Gov. Phil Murphy said Friday that in three days New Jersey’s nine million residents will face their biggest test yet toward safely congregating indoors.  

“Salons and barbershops are going to be our first step [when it comes to] largely sedentary indoor openings,” Murphy remarked during a press briefing at George Washington Ballroom in Trenton. “So we're going to have to be really, really careful folks on this one.”

Outdoor visits to long-term care facilities will return Sunday, the state announced along with the latest case totals.

Monday’s re-opening of personal care services extends to massage parlors, nail salons, tattoo parlors, cosmetology shops, day and medical spas, electrology facilities, hair braiding shops, and tanning salons. 

“The entities, the businesses are setting themselves up, they know exactly what they need to do,” Murphy said. “But everybody has to approach this with a sense of responsibility, not just for themselves, but for the greater community."

Murphy's office detailed rules for the businesses Tuesday, along with requirements from the New Jersey’s office of the Attorney General that touch on customer screenings, employees who are showing COVID-19 symptoms, and indoor capacities. 

"As New Jersey continues to take steps to strategically reopen businesses, we can’t let our guard down,” state Attorney General Gurbir Grewal said in a statement. “As personal care services resume, it’s important that businesses and professionals offering these services — as well as their clients — take precautions to diminish the risk of infection”

Among the rules that must be followed:

  • No walk-ins are permitted
  • Capacity limits in place (no one is allowed inside beside staff and clients)
  • Appointments set up as to allow time for disinfecting between clients
  • Before they enter the business, staff and customers must have their temperature checked (temperatures over 100.4 cannot be serviced or make an appointment 
  • Screen customers/staff at least 24 hours prior to their appointment, as well as immediately prior to and on their arrival
  • If you have had COVID-19 symptoms within 72 hours or may have been exposed to someone with COVID-19 within two weeks, you are prohibited from entering the business   
  • Businesses need to reconfigure to follow social distancing rules, using signs, tape and floor demarcators 
  • Businesses must remove reusable items like magazines and children’s toys
  • Face masks are required at all times for anyone indoor, with few exceptions: “No services may be performed that would require the removal of the client’s face covering, except that a client may remove their face covering when face down on a massage table.”
