Fanwood/Scotch Plains Consolidation Study Commission

SCOTCH PLAINS-FANWOOD, NJ - At the regular meeting of the Consolidation Study Commission on Wednesday evening the topics under Old Business included a report from the RFP (Request for Proposal) Committee, an update on the need for a Fiscal Agent, a report from the Funding Committee, and discussion about using Social Media.

Marc Pfeiffer, Assistant Director, Bloustein Local Government Research Center, Rutgers, volunteered to do the necessary work to get the RFP issued in compliance with the local Public Contract Law. Pfeiffer said “There is no compensation involved, I am volunteer staff to assist the commission in its process of hiring a consultant.”

The second version of the RFP had been circulated to Commission members. During Wednesday night’s meeting there was discussion about authorizing the RFP Committee to make the last round of changes next week, and then issue the RFP.  It will be made available to the public by posting it with The Alternative Press and Patch. The current draft calls for an optional pre-bid meeting for interested bidders in the afternoon on October 9. The current draft also calls for bids to be submitted by November 1.

The Funding Committee reported that foundations had been contacted, including a clearing-house of foundations, and outreach efforts had begun. The funding Committee had made some headway in searching for a professional grant writer.
