Sealed proposals will be received by the Township of South Orange Village, County of Essex, State of New Jersey, at Village Hall, 76 South Orange Avenue, Third Floor, South Orange, New Jersey 07079, on Tuesday, March 2, 2021 at 10:00 a.m. and at that time and place publicly opened and read for the Grove Road Improvements in South Orange, NJ. No proposals will be received prior to the time and date referenced above. The major items of construction include: HMA Milling, 3” or Less 9500 SY Superpave Hot Mix Asphalt Surface Course, 9.5M64, 2” Thick 1500 TONS Granite Block Curb 4100 LF Subgrade Geotextile Fabric 9500 SY The Township of South Orange Village reserves the right to delete sections of the work from the Contract after the award of the bid has been made due to funding or other reasons. The prices bid for the various items of work shall not be adjusted due to the deflection of any work or due to the variation of any quantity for the various items scheduled in the Proposal. Copies of the drawings and Contract documents may be examined and/or obtained during regular business hours in the Clerk’s Office, Village Hall, 76 South Orange Avenue, Third Floor, South Orange, NJ. The cost of the documents is $40.00 and must be paid by check. Make checks payable to The Township of South Orange Village. Note: Offices are closed to the public, so you must contact the Village Clerk at (973) 378-7715 when you arrive, so that they can meet you in the hallway to hand you the bid package. The bid must be accompanied by a certified check, cash, or bid bond in an amount of not less than ten percent (10%) of the bid, but not to exceed $20,000.00. If the Contract is awarded to the Bidder, he will, within twenty one (21) days after the date of the Notice of Award, execute such Contract and furnish satisfactory Performance Bond. Upon failure to do so, he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the Bidder. No interest shall be allowed upon any such certified check or cash. The bid must be accompanied by a Certificate from a bonding company licensed to do business in the State of New Jersey, guaranteeing that if the Proposal of the Bidder is accepted, they will furnish a Performance Bond in the face amount of the bid and the acceptance of the bid is contingent upon the fulfillment of this requirement. The Township of South Orange Village reserves the right to waive any informalities or irregularities in the bid received, and to reject any and/or all bids as in its judgement may best serve the interest of the Township. The Township shall have a maximum of sixty (60) days from the receipt of bids to either accept or reject them. Proposals for this contract will be accepted only from Bidders who have been properly qualified in accordance with the requirements of the specifications. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders are required to comply with the requirements of J.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Pursuant to P.L. 1999, c.238, all contractors must register with the State and provide a copy of the registration with the bid.
