SOMERVILLE, NJ - A fourth suspect has been arrested and charged with first degree attempted murder and other charges in connection with a shooting incident in the area of Third Street and Center Street on Oct. 26.

Ishmael K. Proctor, 25, of Mechanic Street, Somerville, was arrested by Somerville police officers during a motor vehicle stop in the Somerville train station parking lot at 9:30 a.m. Dec. 11, not far from where the shooting took place, according to Somerset County Prosecutor Michael H. Robertson.

The suspect is also charged with second degree possession of a firearm, second degree unlawful possession of a firearm, and second degree certain persons not to possess a firearm.

Three other suspects already in custody face identical charges in the shooting, according to Robertson.

The Oct. 26 shooting was first reported to police at 4:15 p.m. The initial investigation determined that a motorist from Easton, Pa. was in the area when he was approached by Azikwa D. Rustin of Somerville  and Joseph N. Wright of Bridgewater. The two men shot at him while he was seated inside his motor vehicle, according to Robertson. The wounded Pennsylvania man drove away, headed to Robert Wood Johnson University Hospital in New Brunswick, but he was unable to complete the trip; he was assisted by Franklin Township police and transported to the hospital for treatment.

Rustin was shot in the buttocks by Wright, and was subsequently arrested at Robert Wood Johnson Hospital/Somerset where he had sought treatment for his wound.

The continuing investigation revealed that Alquan Harris, 20, of Somerville and Proctor were also present during the shooting, and participated in events related to the shooting, Robertson said. Harris surrender to the Somerset County Prosecutor’ Office on Nov.3.

While investigators are attempting to determine a motive for the shooting, preliminary results are that the victim may have been mistaken for another individual.
