NEW BRUNSWICK, NJ – Democrat Elaine Czech Flynn is seeking re-election to her fifth, five-year term as Middlesex County Clerk.

Flynn, who was born in Perth Amboy and currently resides in Old Bridge, was first elected in 1995, defeating Republican incumbent Dennis Little and is the first woman to serve as Middlesex County Clerk. Prior, Flynn was a math and science teacher for 27 years and, on a local front, served as chair of the Old Bridge Zoning Board and the Old Bridge Planning Board and was a member of the Old Bridge Recreation Board.

As head of the clerk’s office, Flynn oversees the processing of documents for county residents on behalf of many levels of federal, state and local government, including but not limited to, filing of trade name certificates; recording and preserving all property transactions; filing of military discharges; and filing of sub-division maps, tideland and wetlands riparian aerial photos, among other things.

Flynn also serves as Passport Clerk, oversees the swearing in and certifying of notaries, and officiates weddings. “That’s the fun part,” Flynn said of her officiating duties, noting that to date she has performed close to 3,500 weddings.

Additionally, she is charged with preparing all election ballots and certifying election results and oversees the budget to ensure that the county’s Freeholders have the funding to operate from monies secured from county filing fees.

Under Flynn’s tenure, the clerk’s department was modernized, making some 40 million documents available online to the public and provided for the free electronic filings of documents, such as closings, and land searches. “When I got here, this department was completely antiquated and still using books and typewriters. I worked to bring the 21st century,” she said. “I knew then that this was the future.”

An advocate for seniors, Flynn three years ago implemented the Middlesex County Veteran's Service Card, a courtesy service card available in the Middlesex County Passport office to all veterans in acknowledgement of service rendered to the United States of America. Additionally, she worked to develop the Veteran’s Advantage Booklet containing the names of businesses and companies that offer a discount to veterans with proof of military service.

“All veteran’s should record their DD-214’s, which are honorably discharge papers, with the county in which they reside as it is the safe keeping of these papers from the armed services,” said Flynn. “In the event of their papers being lost or damaged, the veteran can get a certified copy from my office.”

In addition to her county responsibilities, Flynn currently serves as vice president of the Constitutional Officers Association of New Jersey (COANJ), is a member of International Association of Clerks, Recorders, Election Officials and Treasurers (IACREOT), head of the County Clerk section of COANJ and a member of the Municipal Clerks’ Association. In the past, she served on the Middlesex County Children’s Commission for Health Insurance, was a facilitator for National Drug Abuse Program, volunteer for Raritan Bay Hospital Auxiliary, and a delegate to the Presidential National Convention. Flynn is also a member of the Women’s Political Caucus and is an active member of Kiwanis.

 Flynn and her husband, William E. Flynn, an attorney, former assemblyman and past mayor of Old Bridge, have been married for 54 years. They have four daughters and 10 grandchildren.

Flynn is proud of the progress and accomplishments the clerk’s office has made under her tenure and is proud to be Middlesex County’s first female clerk. “I love coming to work, the variety of this job and interacting, on a daily basis, with every town and community in the county,” Flynn said. “I think I am doing a good job.”
