SPARTA, NJ – Following up on a report of an erratic driver, Sparta Police Officer Dan Florio stopped a Sparta man on Main Street.  Florio observed Neil Milligan get out of his car, a 2004 Ford and approach a Main Street resident.  PO Florio told Milligan to get back in his car according to Sparta police.  This took place at 12:24 p.m. on Nov 18, police report.

After speaking with Milligan, PO Florio suspected the driver to be under the influence of alcohol.  Milligan refused to perform any of the Field Sobriety tests and was placed under arrest.  Once at the Sparta Police Department headquarters Milligan reportedly refused to take a breath test. 

Milligan was charged with DWI, Driving with an Expired License, Refusal to Submit Samples of Breath for Testing, Driving While Suspended, Careless Driving and Failure to Possess Driver’s License.

Milligan was also criminally charged with Operating a Motor Vehicle During a Period of License Suspension. 

Milligan was released several hours later to the West Milford Police for an outstanding warrant in that town, according to Sparta police.

Milligan’s court date is pending.  PO Tom Snyder assisted with the investigation.
