Sparta Police Department Promotions


The Sparta Police Department’s Chief of Police Ernest I Reigstad is proud to announce that three officers are to be promoted tomorrow night Tuesday February 26, 2013 at 7:30 pm during the Sparta Town Council Meeting in the courtroom of the Sparta Township Municipal Building.   

These officers are; Sgt. Neil J. Spidaletto, Det. Terrence J. Mulligan and Officer Joseph H. Pensado.

Neil J. Spidaletto

Current Rank and Assignment:  Sergeant, assigned as a Shift Commander in the Patrol Division.

Promoted to and future Assignment:  Lieutenant, to be assigned to the Support Division.

Spidaletto is 39-years-of-age, a life long resident of Sparta, he is a 1991 graduate of Sparta High School.  He graduated from Villanova University in 1995 with a degree in Political Science.  He received his Masters Degree in Public Administration from Seton Hall University in 1999.

Spidaletto was appointed to the Sparta Township Police Department in July of 1995 and graduated from the Morris County Police and Fire Academy that December.  He was then assigned to the Patrol Division as a Patrol Officer.  Spidaletto is a 17-year-veteran of the department, serving four years as a detective and then three years as the Officer in Charge of the Department’s Traffic Bureau.

Spidaletto is one of the more versatile and highly trained officers in the department.  He is the son of retired Sparta Lieutenant Joseph Spidaletto who retired 19-years-ago.  Spidaletto resides in Sparta with his wife Lisa and their young daughter.


Joseph H. Pensado

Current Rank and Assignment: Police Officer, assigned to the Patrol Division as a Patrol Officer.

Promoted to and future Assignment: Sergeant, will remain attached to the Patrol Division as a Squad Commander.

Pensado is 42-years-of-age.  He is a life long resident of Sussex County graduating from Hopatcong High School in 1988.  Pensado is a military veteran proudly serving four years in the United States Navy and then four more years in the U.S. Army where he was Honorably Discharged with the rank of Sergeant.

Pensado is a eight year veteran of the Sparta Township Police Department.  Before he was appointed here in 2005 he had served three years in the Boonton Township Police Department.  Pensado is known for his strong military bearing and his reliability.  A single father of a young daughter and son, he is engaged to his fiancée Sasha.  He resides with his family in Sussex County.


Terrence J. Mulligan

Current Rank and Assignment: Detective, Department’s Detective Bureau.

Promoted to and Future Assignment: Detective Sergeant will assume command of the Bureau.

Mulligan 40-years-of-age was born and raised in Staten Island New York.  His family owned a second home in the Lake Mohawk section of Sparta for more than 40-years where Mulligan spent his summers growing up.  He is 1990 graduate of St. Peters Boys High School on Staten Island.

He was appointed as a Police Officer in Sparta on August 1, 1997 where he attended the Morris County Police and Fire Academy graduating that same year in December.  Mulligan has been a Detective for the past nine-years.  He is a graduate of Sussex County Community College with an Associates Degree in Criminal Justice and is on Schedule to graduate this April from Farleigh Dickinson University with a Bachelors Degree in Public Administration.

Mulligan comes from a traditional Irish New York City Law Enforcement Family. His Grandfather the late Thomas F. Mulligan retired from the NYPD in 1952.  His father Joseph Mulligan retired in 1978 as a NYPD Detective. His uncle, the late John Darraugh retired as a NYPD Sergeant in 1975.  His brother-in-law Daniel Sullivan is also a retired NYPD Sergeant.

Mulligan is the current President of the Sussex County Detective’s Association.  He is a much sought after work partner by local law enforcement.  He is highly respected and has been part of every major criminal investigation in this department over the past decade. Mulligan currently resides in Sparta with his wife Meredith and their twin daughters and young son.

Sparta Police: Drug Charges for Sparta Woman After Traffic Stop

SPARTA, NJ – A Sparta woman is facing drug charges after a traffic stop on Route 15.  On April 21 around 11:10 a.m. Sparta Cpl. Joe Antonello stopped Marina Scheer, 20, because the license plate on her green Toyota was bent making it impossible to read, according to police.

NEWTON, NJ—A one-manned plane crashed into Lake Aeroflex in Kittatinny Valley State Park around 11:30 this morning.
