When Smith asked for Johnson’s credentials, the driver would not speak to the officer.  When Smith asked why he would not speak with him, Johnson said he did not have to, police said.

Smith found that Johnson had a warrant out of Bedminster.  When Smith told Johnson he was under arrest, Johnson started laughing, police said.

Smith was taken to Sparta Police Department Headquarters for processing.  He was charged with suspended driver, unlicensed driver, failure to surrender suspended driver’s license, speeding, maintenance of lamps, failure to inspect and unclear plates.  Johnson was not able to post bail and was picked up by Bedminster Police Department on their warrant.  Police said Smith continued to laugh as he left the police station.
