Springfield Planning Board Memorializes Church Mall Project, Recommends Ordinance to Require Construction Fencing

SPRINGFIELD, NJ - At Monday's Planning Board meeting a combination of other meetings and new appointments made it possible for one vote to pass the resolution approving the Church Mall Project.  Jerry Fernandez was the sole vote to move, second and approve the project that was continued from 2017. The composition of the Planning Board changed with the turnover of a new Mayor, Rich Huber.

An ordinance subcommittee met prior to the meeting to consider an ordinance to give the construction engineer the authority to require construction fencing. This is particularly important at a site that is being excavated. After some discussion the motion passed to recommend the fencing. The next step will be to refer this to the Township Committee for an ordinance. It is expected the ordinance will be heard at the next Township Committee meeting.

The one new application was for a tenth antenna on top of 18 Academy Drive, 24 Church Mall. Attorney Frank Ferraro testified for the applicant T-Mobile Northeast LLC. The motion was approved unanimously. .Chair Jeff Tiger asked for a motion to approve three more professional contracts.  Motion was granted. Andrew Schwartz was recognized as liaison to the Environmental Commission. He brought the Board up to speed on the planning for Earth Day on April 22.
