Summit School Board Votes to Put $1 Million Into Capital Reserve for Projects at Brayton and Franklin Schools

SUMMIT, NJ - The Summit Board of Education, at its final regular meeting for 2016, approved $1,001,708 to be appropriated from its capital reserve for three projects affecting two of the Hilltop City’s elementary schools.

Of the total, $268,750 would be appropriated for replacement of the roof at Franklin School, $398,858 for brick repointing at Brayton School and $334,100 renovation of the boys’ bathroom at Brayton.

A resolution originally on the agenda for the meeting called for a total of $1,792,350 to be taken from capital reserve for a total of five projects.

However, Assistant Superintendent for Business Louis Pepe said at the end-of-year session that the school body would be able to allocate approximately $792,000 out of its current budget processes for other projects and not appropriate it from capital reserve.

In addition to the three projects listed above, the original resolution called for $314,500 for replacement of the roof at Brayton and $347,000 for replacement of the fire alarm system at Washington School in addition to a total of $528,000 for the brick repointing at Brayton.

The projects for which the capital reserve is to be used still must be approved by the New Jersey Department of Facilities.

Cost estimates for each project include both hard and soft costs. The Brayton bathroom project, for example, includes a total reconstruction of the room, including demolition and reconstruction to include all aspects of plumbing, electric, masonry, and related contracting work, as well as architectural and other professional costs related to schematic design and NJDOE submission, construction document phase and bidding and construction phase services.

In addition to the capital reserve allocations, the school body, at its December regular meeting, finalized the appointment of Michelle Cebula and Alicia Subervi as assistant principals at the Lawton C. Johnson Summit Middle School, both at prorated salaries of $100,500.

Cebula’s appointment will be effective January 1 and that of Subervi on February 9 or sooner, if she is released sooner from her contract with her current district.

In making the appointment for the recommendations, Superintendent of Schools June Chang said Subervi, as assistant principal for student affairs and discipline, will help in providing a welcoming community atmosphere to students at the middle school.

As assistant principal for curriculum and instruction, he said Cebula will be charged with program development and bringing out the best in teachers and what they provide to Summit’s students.

Cebula began her career in education teaching language Arts and mathematics in the sixth to eighth grade. She then moved to Mount Horeb Elementary School, where she taught grade five for seven years, and was appointed as literacy coach, assisting staff with meeting various instructional goals as well as implementing literacy strategies and differentiation to impact targeted student needs.

During her time as literacy coach, Cebula completed an administrative Internship for which she conducted meetings for staff and parents on curriculum and standardized testing, and led committees to pilot new programs. She worked with administrators to modify scheduling conflicts, resolve student discipline issues, and analyze district and school-wide policies.

In her current role as instructional specialist, the incoming assistant principal serves as a resource for administrators and classroom teachers by sharing strategies, materials, and technology to enhance the learning experiences for all students. 

Subervi began her teaching career in the fourth and fifth grades in California and, for the past nine  years, has been a teacher with the Bedminster Township School District. 

There, she served as enrichment teacher in the kindergarten through eighth grade as well as gifted and talented coordinator.

She implemented school-wide enrichment and created curriculum for students with multiple disabilities, re-designed the gifted and talented program, and was an active member of the National Association of Gifted Children and the New Jersey Association for Gifted Children.

Additionally, Subervi completed her administration and supervision field Internship in May of 2016, which focused on the areas of teaching and learning, school management, and stakeholder relationships.

The two new assistant principals will replace Nicholas Grimshaw, whose resignation becomes effective December 31, and Carly Johnson, whose resignation is effective January 30, 2017.

In another action at the end-of-year meeting, the Board approved a third-party supplier contract, effective December 14, with Constellation NewEnergy,Inc. of Ramsey to supply electricity to the school district.

Pepe told TAPInto Summit that the Constellation contract resulted from an energy service auction completed by EnerNoc which the Board, at its December workshop session, approved to conduct the “reverse auction.”

He noted use of the EnerNoc platform was able to yield the Summit District considerable savings in electricity costs over the previous service the District used in obtaining electrical suppliers.
