UNION, NJ – Five Union police officers and a Union fire fighter were sworn into their new positions at Tuesday night’s Township Committee meeting. The recently promoted police officers and fire fighter were:
Union Police Department
Promoted from Patrolman to Sergeant:
- Joseph E. Rubel III
Promoted from Sergeant to Lieutenant:
- Timothy Ford
- Anthony Marra
- Matthew Brescia
- Kurt Carter
Promoted from Lieutenant to Captain
- John Lonergan
Sergeant Joseph E. Rubel joined the Union Police Department in January 2008. He has been assigned to the Street Crimes Unit as a plainclothes officer and more recently assigned to the Patrol Bureau and has served as a Field Training Officer.
Rubel studied Criminal Justice at Kean University. He has also attended numerous specialized training courses, including accident reconstruction, radar instructor, field sobriety testing, alco-test operator as well as arrest, search and seizure.
Throughout his career, Rubel has received numerous department awards for bravery, including a Command Citation, three Commendation Medals and a MADD Award.
Rubel is married to Ashley, a detective with the Hudson County Prosecutor’s Office.
Lieutenant Timothy Ford was appointed to the Union Police Department in January 2005. Ford has been assigned to the Patrol Bureau and Staff Services Bureau and has served as a Field Training Officer. He has been responsible for the training of the department and supervising community policing events among other responsibilities.
Ford holds a Bachelor’s Degree in Criminal Justice from Ramapo College. He is certified with the State of New Jersey as a Drug Recognition Expert. He was awarded the “Top Gun” Award from the New Jersey Division of Highway Traffic Safety in recognition of his ongoing efforts in detecting and arresting drunk and impaired drivers.
Ford and his wife Erian are the parents of their daughter Cayleigh.
Lieutenant Anthony Marra was appointed to the Union Police Department in January 1995. He has held multiple positions in the department including Patrol Officer and Detective, handling frauds and identify theft. He was promoted to Patrol Sergeant in December 2015.
Marra was transferred to Administration in 2018 and currently supervises Records, Property, Technical Services and Court Discovery. He graduated from Union High School in 1984. Marra trained as a firearms instructor and dispatcher. He received a Command Citation in 2002. Marra is married to Barbara and is father to Anthony and Christopher.
Lieutenant Matthew Brescia joined the Union Police Department in July 2000. Prior to joining the Union police force, Brescia served for five years with the Seaside Park Police Department.
During his career in Union, Matthew was assigned to the Patrol and Detective Bureaus. While assigned to the Patrol Bureau he was assigned as a Field Training Officer. He attended Ocean County Community College where he studied Criminal Justice.
Brescia has attended numerous specialized training courses, including various investigate courses and is certified as a Field Training Officer. He has received numerous department awards for bravery. He and his wife Melissa are the parents of two children, Ryan and Aiden.
Lieutenant Kurt Carter graduated from Union High School in 1995. He graduated from Rutgers University with a Bachelor of Science degree in administration of justice and a minor in psychology. Carter was appointed to the Union Police Department in July 2002.
During his career, Carter has been assigned to the Patrol Division and the Street Crimes Unit. He is a former member of the department’s Emergency Response Team. He was promoted to Sergeant in December 2015 and has since worked as a Patrol Sergeant. Carter has been a recipient of multiple commendations medals, command citations, and PBA awards. In 2007, he was awarded the Union Township Community Action Organization Award for community achievement.
Carter is married to Cathy. They have four children, Miriam, Devin, Kylee and Avery. Carter’s uncle, Det. Richard Mathews, was a member of the Union Police Department until his death in 2000. His nephew, Elijah, is currently a Union police officer.
Captain John Lonergan was appointed to the Union Fire Department on October 14, 1996 and promoted to Lieutenant in February 2009 and to Captain in August 2011. Prior to joining the Union Fire Department, Lonergan served as a police officer on the Union Police Department for four years.
During his 20-plus year career, Lonergan received multiple commendations including a Group Award for actions with an overturned dump truck on Route 78. Lonergan is a graduate of Union High School and received a Bachelor’s Degree in Economics from East Stroudsburg University. He is married to Noele. They have four children, Sara, Mia, Abby and Aidan.
