West Orange Council Votes on Environmental Compliance Officer Agreement

WEST ORANGE, NJ – After voting against the approval of Wayne DeFeo’s contract to serve as the township’s Environmental Compliance Officer at its Jan. 23 meeting, the West Orange Township Council revisited the issue at Tuesday’s meeting.

The conversation began after Casalino and Council President Susan McCartney attended a meeting set up by the administration to air out issues of concern.

Both Casalino and McCartney said they came away from this meeting feeling more confident about DeFeo’s services to the township, and both decided to approve the professional services agreement with him. Councilmen Victor Cirilo and Jerry Guarino also voted in favor of the agreement, with only Councilman Joe Krakoviak voting against it.

Casalino said that DeFeo assured those present at the meeting that limiting the odor that emanates from the recycling center would be a top priority. Local residents, including those who live in the nearby nursing home, have often complained about the odor.

She said that some of the product that contributes to the odor is being removed, and that more mulching will be done during the daytime hours. Casalino said the main challenge is dealing with the strong winds in the recycling center area, which spread the odor throughout the neighborhood. She added that more shrubbery would be planted around the center to help block some of the winds.

“We are prepared to move forward with DeFeo, who promised us better communications all around,” said Casalino.

Also during this meeting, West Orange Human Relations Commission (HRC) chair Tammy Williams delivered the commission’s annual report to the council. Williams is pictured above (far right) with other HRC members.

The next township council meeting will be Feb. 27.
