WESTFIELD, NJ — A redevelopment plan for 5.6 acres near the town’s border with Garwood calls for a combined 193 housing units on or near South Avenue.
On Tuesday, the town council is slated to hear a presentation on and formally introduce the South Avenue redevelopment plan, which calls for “mixed use development with upper floor multi-family housing, ground floor retail, and open space.”
The draft plan calls for 17,000 square feet of retail space and 156 housing units in the northern subzone of the site and an additional 37 housing units in the southern subzone of the site.
The plan calls for between three- and four-story buildings, depending on the area of the site. Areas “directly abutting” South Avenue will be three stories, the plan says.
“Open space, ground floor retail, and enhanced streetscape design will create a vibrant and active public facing environment. The project will employ high-quality architecture and sustainable design to ensure that the site is attractive to both its tenants and the surrounding community,” the plan says.
A combined 32 affordable housing units must be built within the 5.6-acre tract, under the town’s affordable housing plan. The residential component of the development is mandated in the town’s affordable housing plan as per an agreement with Elite Homebuilding.
The town council had previously declared the area a “non-condemnation area in need of redevelopment,” something Mayor Shelley Brindle has said will give the town more control over the redevelopment, including by being able to dictate factors that impact the look of the area.
The properties in the redevelopment area include buildings once occupied by Sevell’s, an auto body repair establishment. The following addresses are listed in the redevelopment area.
